Tim Andrews is MEPI’s Director. He provides policy direction and operating guidance to MEPI’s Washington headquarters and to its regional offices in Tunis and Abu Dhabi. He has served extensively in Africa and in the Africa Bureau of the State Department, as well as in Germany and in the Bureau of European and Canadian Affairs. He was Deputy Chief of Mission in Nigeria from 2001 to 2003 and was Acting Deputy Assistant Secretary for Africa in 2004 before becoming Director of the Office of Overseas Employment. During 2006 and 2007, He was Political Advisor in Afghanistan. He is a graduate of Washington University in St. Louis, Missouri and of the National Defense University in Washington, DC.
Karen Volker is MEPI’s Deputy Director. She assists the director in providing policy direction and operating guidance to MEPI’s Washington headquarters and to its regional offices in Tunis and Abu Dhabi and serves as Acting Director in his absence. Since joining the State Department in 1986, she has served extensively in the area of assistance coordination (Central and Eastern Europe, Former Soviet Union, Southeast Europe) as well as in assignments in Washington and overseas in the Bureau of European and Canadian Affairs and Western Hemisphere Affairs. She has served on the staff of the Under Secretary for Public Diplomacy, on the Secretary’s Policy Planning Staff and as a foreign policy advisor in the Senate. She is the author of four modules for teaching foreign policy using primary source documents, which she completed during her year as the Una Chapman Cox Fellow (1997-1998). She has won numerous Superior and Meritorious Honor Awards. She has a Masters Degree from George Washington University in Washington, DC.
