Political parties gain a better understanding of citizen perceptions as well as increase campaign skills for women through the following: 1) improving the efficiency and effectiveness of members of Parliament and party caucuses and 2) improving access to skills and resources.

 

The program empowers political parties and civil society activists committed to democratic change by strengthening party structures to encourage democratic reform within parties and enhance party membership development capabilities. The program encourages increased transparency and accountability among elected officials.

The program provides technical assistance to strengthen the financial systems of countries in the Middle East. It includes regional training promoting dialogue among market participants and supervisory authorities in the region. The training efforts are customized to reflect regional needs such as: bank regulation and training seminars; advanced risk management, underwriting, and credit analysis training for executives of publicly-owned commercial banks; and international and intra-regional exchange programs for banks supervisors and regulators. This training is held in cooperation with regional partners, which may include the Arab Monetary Fund in Abu Dhabi and the Institute of Banking and Finance in Manama, Bahrain. The program implements a supervision training program for junior- to mid-level bank supervisory staff. U.S. participants include the U.S. Federal Reserve, the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation and the Treasury Department. Treasury's Office of Technical Assistance places resident and intermittent advisors throughout the region to provide sustained assistance to ministries of finance and central banks. The advisors focus on government debt and capital markets, financial institutions and regulation, and financial crimes.

MEET U.S. consists of three types of training programs. The first is a two-week training program for senior executives from a range of industries. This U.S.-North Africa Economic Partnership activity works in concert with USAID initiatives to develop a better business environment in Morocco, including increased access to capital. The program supports amendments to portable loan guarantees to provide increased borrowing authority by two micro-finance institutions, Al Amana and Zakoura. The funds allow these institutions to access credit from commercial banks and respond to ever-increasing demands for micro-finance loans. The program uses USAID's development credit authority to leverage the dirham equivalent of approximately $8 million from the Moroccan capital markets to support micro-credit lending. This is a leveraging factor of 40 times the funding level.

The Arab Women's Legal Network is comprised of more than 100 women from 15 countries and the Palestinian Territories. This growing association brings together women from across the region in a network of lawyers, judges and other legal professionals to exchange expertise and information, promote women as decision-makers, provide professional development training and mentoring, and help to secure women's equal rights under the law. The program conducts professional development programs reaching women legal professionals across the region, publishes the first female-run regional Law Journal, operates an information-rich website, and organizes mentoring programs to engage younger women in the law.

 

Promoting the Human and Legal Rights of Moroccan Women

This program trains non-governmental organizations in rural Morocco to educate women on their legal rights and how to advocate for them, with a particular focus on the family code, the Moudawana. Training seminars are held for illiterate women throughout Morocco; a women's human rights resource center is operating and expanding, with more than 1,450 multilingual, multimedia resources; and a weekly e-newsletter is distributed.

This project in rural Morocco raises public awareness and educates community leaders, local and regional law enforcement and other officials about the implications of the new family law in Morocco. It is raising awareness of Moroccan women concerning their rights and responsibilities under the new law through coaching, workshops, seminars and grant support to Moroccan women's NGOs. The program is increasing understanding by local government officials and professionals in regional and rural areas about the new law through NGO activities targeting public officials such as magistrates, police, teachers, and social workers who will be key in educating citizens about the reforms and creating institutions that allow Moroccan women to exercise their new rights.

 

Model Schools and Educational Advocacy for Girls

This program identifies, trains, and supports local non-governmental organizations across Morocco in communities suffering from high drop-out rates to reach girls who otherwise would not have gone to school. Ten homes have been established to ensure that more than 200 girls have safe and culturally acceptable living quarters near their school. The program supports a national advocacy campaign to improve the quality of education for girls focusing on improving the gender sensitivity training of Moroccan teachers.

Examples of participating companies include Burston-Marsteller, KPMG, Boeing, Fulbright & Jaworski, and Microsoft.

MEET U.S. consists of three types of training programs. The first is a two-week training program for senior executives from a range of industries. The second is a three-week training period for information, communication and technology professionals. The third is a two-week training session for business services professionals. The MEET U.S. Women's Program focuses on empowering women to excel in the Arab private sector.
